Noel D’Allacco, a native of Yonkers, New York, founded Operation PROM in 2005 after recognizing that many students in her community lacked access to the formalwear needed to attend prom. Today, the Operation Prom National Network, Inc. connects students, families, and schools across the U.S. with organizations providing free prom dresses and tuxedos to teens in need.
A longtime community leader, Noel has been recognized among Westchester County’s Top 40 Under 40 and has received numerous awards for her community service. Her work has been featured by ABC, CNN, FOX, and NBC. In addition to leading Operation Prom, Noel is a Business Professor at the College of Westchester and served as the Entrepreneur In Residence at Iona University (2025-2026).
Jovan is the Northeast Government Affairs Manager at PepsiCo and holds leadership roles with the NYS Young Democrats, Westchester County Democratic Committee, and Young Democrats of America.
Jovan has extensive experience in radio, film, and television, both in front of and behind the camera, and has hosted numerous radio shows and podcasts throughout the New York Metro area. His work has been featured by outlets including The Wall Street Journal, The New York Times, New York Post, Spectrum News, NPR, and News 12.
Jovan studied Film and Video at Five Towns College and Political Science at Southern New Hampshire University.
Jill founded The Copper Faucet Soap Company in 2015, a Westchester-based small business specializing in handcrafted soaps, candles, and luxury bath, body, and home products. A former Westchester County teacher of 20 years, Jill has always been passionate about giving back to her community.
She joined Operation Prom as a volunteer in 2023 and quickly became an active supporter, helping plan the organization’s 20th Anniversary Reception and volunteering throughout the 2024 prom season. The Copper Faucet Soap Company is also a proud sponsor of Operation Prom.
Jill lives in New Rochelle, NY with her husband, Eric, and their three children.
Tina has been part of Operation Prom since its inception in 2005. In fact, her home was the original location where Noel founded the organization and began collecting and distributing prom dresses to students in need. Today, Tina continues to volunteer her time as Operation Prom’s Treasurer.
Before retiring, Tina spent her professional career as a court reporter serving Westchester County and New York City.
Jill is an award-winning retail professional with more than 30 years of experience in buying, merchandising, store development, direct sales, and online marketing, including roles with Bloomingdale’s, CBS, and CyberShop, the first internet department store.
A longtime community volunteer and fundraiser, Jill has led charitable initiatives including The Hope Project and the Leukemia & Lymphoma Society’s Light The Night. She also served as President of the Byram Hills Education Foundation.
Jill joined Operation Prom in 2022 and co-chaired the organization’s 20th Anniversary event in 2024.
Linda is a native New Yorker and longtime Operation Prom volunteer who joined the organization in 2013 after a career in economics and finance with JPMorgan Chase. As a mother of three, she enjoys helping young people build confidence and celebrate important milestones.
Linda is passionate about making the most of every donation, creatively upcycling dresses, tuxedos, accessories, and shoes so that nothing goes to waste. She lives in White Plains, NY with her husband, Steve, and their golden retriever, Sadie.
Candace was inspired by her late sister Shonda, who once helped a family friend prepare for prom. After volunteering at a 2010 prom dress giveaway, Candace founded the Queens chapter of Operation Prom in 2011. Today, she serves on the Board of Operation Prom National Network and is a director of Shonda’s Prom Closet, which has helped thousands of students experience prom.
Candace is also the owner and CEO of Be Encouraged LLC, providing college-bound and college students with personalized guidance, resources, and support to help them navigate their academic journeys and achieve their goals.
Lauren is the Director of Clinical Vendor Management and Oversight at Healthfirst, where she oversees healthcare partners to help ensure more than one million New Yorkers receive high-quality care and services. Her previous work with The Lewin Group and the National Academy for State Health Policy focused on improving healthcare quality, access, and affordability for vulnerable populations.
Lauren holds degrees from Tulane University and The George Washington University. Her commitment to service was shaped by her experience with Alpha Phi Omega National Service Fraternity and her time in post-Hurricane Katrina New Orleans.
Meg is a Providence College graduate whose career began in the software industry with Candle Corporation and Mobius Management Systems, later acquired by IBM. After several years devoted to raising her three children, she returned to professional and community leadership, including co-founding the Providence College Social Media Fellowship Program and serving on the Providence College Parents Leadership Council.
A longtime community volunteer, Meg has served on numerous PTAs throughout the White Plains School District and most recently worked with LOLA NY, a women’s boutique in White Plains, NY.
Karen is the owner of Maizie Consignment and a longtime fashion industry professional with extensive expertise in women’s and men’s fashion. She has been involved with Operation Prom for more than a decade, bringing her industry knowledge and perspective to the organization’s work.
Karen also serves as Chair of Fashion Merchandising at Westchester Community College, where she helps prepare the next generation of fashion professionals. After serving for many years on the Operation Prom Board, Karen will continue her involvement as an Advisory Council member, providing fashion expertise and guidance to Operation Prom chapters nationwide.
Joseph brings more than 20 years of experience in the hospitality, foodservice, and business industries to Operation Prom. Throughout his career, he has demonstrated a strong commitment to entrepreneurship, leadership, innovation, and developing opportunities for others.
As an advisor to Prominent Pathways, Joseph contributes his industry knowledge and professional experience to help shape workforce development initiatives for young adults. He is passionate about helping young people build practical skills, gain real-world professional experience, explore diverse career opportunities, and develop the confidence and connections needed to pursue meaningful careers.
